Tenant Address Declaration: Is the Landlord's Permission Needed? Removing a Person From an Address
A tenant declares the address they moved to on their own declaration; the landlord's approval is not required as a rule. If a former tenant stays registered, there is a route for removal from the address.

Short answer: A tenant declares the address where they live on their own declaration; the landlord's approval or a rental contract is not requested for the declaration as a rule, but the population directorate may ask for additional documents when verification is needed.
Why does it matter?
If the address is not registered, notices, school registration, bank and subscription transactions cause problems. Especially for the landlord, a former tenant remaining registered at the address can cause warnings and notices to reach the wrong person.
For the landlord
- If the former tenant's address record has not been deleted after the tenant leaves, an application for removal of a person from the address can be made.
- The title deed or rental contract and documents showing the date of moving out are used in the application.

For the tenant
- Declare the address after moving. For details, see our article how to change your address.
- Keep the rental contract and subscription documents.
- Update the old address when leaving.
