Citizenship at the $400,000 Threshold: Why Exchange Rate and Valuation Risk Matter

A home priced very close to $400,000 looks attractive, but because of its lira price and the valuation report it can fall below the threshold. The Altınkale example.

For Turkish citizenship by real estate investment, the threshold is at least $400,000, and the property must not be sold for three years. A home priced just above this threshold looks attractive, but the threshold is not just a single number.

Rules may change. This article is as of October 2026; before applying, confirm the current requirements with the migration authority and your lawyer.

Example: the corner duplex in Altınkale

The corner duplex villa with pool access in Altınkale is priced at 19.85 million ₺. At the October 2026 exchange rate that is about $403,000, roughly $3,000 above the threshold, a margin of under 1%. On our site the listing appears with a "citizenship eligible" label because the label is calculated automatically at the day's rate.

Three risks

1. Exchange rate. If the listing is priced in lira, when the lira weakens against the dollar the home's dollar equivalent falls. A 1% move can be enough, in this example, to go below the threshold. That is also why the label can appear one day and disappear the next.

2. Valuation report. For citizenship, the value is verified by the price declared at the title deed office together with the report of a licensed valuation firm. The report may come out lower than the listing price. Even if the sale price is above $400,000, a problem arises if the report value falls below it.

3. Transaction date. Which rate is used on which date matters. During negotiation, at contract signing and on title deed day the rate can differ. Confirm this in advance with the migration authority and your lawyer.

How to protect yourself

  • Leave a margin. Instead of a home $3,000 above the limit, a home a few hundred thousand lira higher is safer. The wider the margin, the less you are affected by exchange-rate movements.
  • Get the valuation report early. It is possible to start the valuation process before paying a deposit. If the report value comes out low, put your right to withdraw in writing in the contract.
  • Keep the process short. The shorter the time from contract to title deed, the lower the exchange-rate risk.
  • Keep written records. Bank receipts and the declared value in the title deed transaction should be archived together with the exchange rate.
  • Do your own calculation. Calculate what $400,000 equals in lira at the current rate and compare the price against it.

Options well above the threshold

An example comfortably away from the threshold is the 5+1 villa in Terra Doğa: about $691,000 in October 2026. Here exchange-rate movement does not create a risk for the citizenship threshold; but the valuation report requirement still applies.

If citizenship is not your goal

These concerns only affect buyers aiming for citizenship. For a residence permit alone the threshold is $200,000; details are on our residence permit page. You can see all citizenship-eligible listings here, and for the process see our citizenship guide.
