What is COP31, and why Antalya?
COP is the annual climate summit where countries party to the UN Framework Convention on Climate Change come together. Delegations from around 200 parties negotiate emission targets, climate finance and adaptation policies.
COP31 marks a first: according to the summit guidelines, whilst Turkey is the host and chairs the summit, Australia is leading the negotiation process. The summit is chaired by Murat Kurum, Minister for the Environment, Urbanisation and Climate Change.

The Green Zone will be closed to visitors on 11 and 12 November.
Registered participants are issued a free electronic COP31 visa, which allows multiple entries between 1 and 30 November. Other visitors are subject to the standard visa rules applicable to their passports. Please check the official website (cop31.tr) for the latest conditions.
Transport: AntRay and summit shuttle services
The AntRay light rail system serves both the airport and the EXPO site; as the two lines operate on separate routes, a change may be required. Free shuttle services are planned for accredited participants from official hotels, the airport and the city centre. We have also covered the city’s transport investments: Transport investments in Antalya 2026 and a guide to getting from the airport to the city.
How did Antalya prepare for COP31?
- Roads: Roadworks covering approximately 38 kilometres, comprising 4 main arterial roads and 12 hotel access roads, have been completed.
- Summit venue: The approximately 1 million square metre EXPO 2016 site has been redeveloped. According to Minister Kurum, the site will serve as a permanent exhibition, conference and events centre for Antalya following COP31.
- Accommodation infrastructure: According to figures provided by Minister Ersoy, the number of licensed accommodation establishments has risen from 523 in 2002 to 2,709 today; bed capacity has increased from 150,955 to 619,644.
- Hotels: Occupancy rates have reached 100 per cent at some boutique hotels and guesthouses in Kaleiçi; according to industry representatives, the majority of hotels in Belek, Lara and Kundu have been reserved for the event.
5 takeaways for property investors
- Global visibility. Around 100,000 delegates, observers, journalists and visitors are putting Antalya on the global agenda for a week. Minister Ersoy stated that he expects the summit to add significant value to the Antalya brand.
- Economic activity. Minister Kurum announced that he expects the summit to generate approximately $2 billion in direct value and, through the multiplier effect, a total of $3–4 billion in added value in Antalya. These are not realised revenues, but preliminary estimates.
- Permanent infrastructure. New roads and the refurbished EXPO site will remain in the city even after the summit has ended. For further details, see our article Antalya After COP31: Investment Potential by Region.
- Extended season. AKTOB President Kaan Kavaloğlu stated that the summit would lead to an extended accommodation season. A longer season means the potential for rental and operating income to be spread across more months of the calendar year. For further details, take a look at our article on rental yields in Antalya.
- Green standards. The climate agenda is increasing the importance of energy-efficient and sustainable housing; which we discuss in our article on COP31 and the green transition.
A note of realism: COP31 is not a guarantee, but a catalyst
The 2026 figures paint a mixed picture. Antalya Airport served 30,144,861 passengers between January and September; as reported by TAV, the total number of passengers fell by approximately 3 per cent, whilst international passenger numbers fell by 5.5 per cent. According to figures reported in the press, over 10 million foreign tourists visited Antalya between 1 January and 21 August; however, the President of AKTOB stated that visitor numbers were approximately 6 per cent below last year’s figures.
On the housing front, according to TÜİK data, the sale of residential properties to foreigners across Turkey fell by 4.3 per cent to 15,308 between January and September; in September, however, the figure rose by 9.9 per cent compared with the same month last year, reaching 2,167. For this reason, it is more accurate to view COP31 not as a price guarantee, but as a catalyst that could accelerate demand. Key indicators to gauge the impact include: TÜİK’s monthly data on sales to foreigners, airport passenger numbers, hotel occupancy rates, and the post-summit utilisation of the EXPO site.
