COP31 Opens in Antalya: Road Closures, Traffic Measures and School Plans

The UN climate conference COP31 runs 9-20 November at Antalya’s EXPO site. On the leaders’ summit days there are lane restrictions on the D-400, a morning closure of the Leaders’ Road and remote schooling in 7 districts.

The UN Climate Change Conference COP31 takes place at the EXPO site in Antalya from 9 to 20 November 2026. According to an Anadolu Agency report of 25 October, about 197 parties are expected, more than 85 heads of state and government have confirmed attendance, and close to 100,000 participants are expected overall. The Antalya Governor’s Office has published a detailed traffic plan for 10-12 November, the days around the leaders’ summit.

Here is what residents, visitors and anyone planning to view homes or commercial property in Antalya this month need to know.

When and where is COP31?

  • Dates: 9-20 November 2026
  • Venue: Antalya EXPO site (Aksu district), more than 40,000 m²
  • Leaders’ summit: 11-12 November; traffic measures apply on 10-12 November
  • Zones: The negotiation “blue zone” is for accredited participants only. The “green zone”, open to the public, business and civil society, expects around 100,000 visitors a day.

Traffic measures on 10-12 November

According to the Antalya Governor’s Office:

  • D-400 highway between Airport Junction and Belek Shell Junction (about 18 km): lane restrictions in both directions, with separate lanes for delegation convoys and normal traffic.
  • Airport gate to Airport Junction: separate lanes for convoys and normal traffic in both directions.
  • Leaders’ Road: the section where the D-400 joins the Belek Tourism Road, up to the Land of Legends Junction, will be fully closed on 11 November from 07:30 to 12:00. It will reopen in a controlled way once the leaders have reached the venue.
  • EXPO2016 Boulevard: only official vehicles and shuttles on 10-12 November.
  • Shuttles: shuttle vehicles leaving from across the province will not use the D-400 on 10-12 November.
  • Belek hotel zone: from 9 to 20 November, hotel logistics enter only through Checkpoint No. 5. The Belek Street-Eminceler Bridge route is open to hotel staff, guests and shuttles during these dates.

Alternative routes to Antalya Airport

  • From the city centre: Bülent Ecevit Boulevard, Rauf Denktaş Street and Kardeş Kentler Street
  • From Kundu-Lara: Yaşar Sobutay Boulevard and Kardeş Kentler Street
  • From Serik: follow the signs on the D-400

The Governor’s Office asks drivers to follow signs and officers’ instructions. If you are flying on 10-12 November, leave for the airport earlier than usual.

Schools and public employees

Under Antalya Governor’s Office circular 2026/11, published on 4 November:

  • All state and private schools in Muratpaşa, Kepez, Konyaaltı, Aksu, Döşemealtı, Serik and Manavgat switch to remote learning on 11-12 November. School buses do not run in these districts on those days.
  • Female public employees in the same districts with a child of preschool or primary-school age are on administrative leave on 11-12 November (critical roles excluded).
  • Civil registry, land registry, tax, social security and health offices will keep enough staff on duty to serve the public.
  • Private employers are encouraged to offer flexible or remote work to parents of young children.

The Ministry of Education’s mid-term break also runs from 16 to 20 November, so schools in Antalya are on holiday the week after the summit.

Practical notes if you are viewing property

  • Title deed appointments: land registry offices remain open. If your appointment falls on 10-12 November, plan your route in advance; journeys towards Aksu, Lara and Belek may take longer.
  • Viewings: Konyaaltı, Döşemealtı and the city centre are less affected than the eastern stretch of the D-400. Viewings in Lara and Kundu may be easier after 13 November.
  • Accommodation: Antalya has around 600,000 beds, but rooms are hard to find on the summit days. Book early if you are coming to view property.
