Buying With an Occupancy Permit but No Title Deed

In projects where the occupancy permit has been obtained but unit title deeds have not yet been distributed, the buyer is usually protected by the contract and payment documents.

Short answer: Having an occupancy permit (building use permit) does not mean the title deeds are ready too. The move to condominium ownership is a separate land-registry procedure; so for homes that have an occupancy permit but no title deed, when and under what conditions the title will be transferred must be written in the contract.

Why the delay?

The documents needed for the move to condominium ownership may not be complete.
There may be a mortgage or annotation on the plot or the building.
Some units in the project may not yet have been sold.

The date and number of the occupancy permit.
The developer's written timetable for the move to condominium ownership.
Mortgage and annotation records on the plot and the unit.
Who pays the costs at the title transfer.
The status of building management, maintenance fees and DASK.
