Foreign Buyer Interest in the Wake of COP31: Buying a Home in Antalya in 2026
COP31 is adding a new showcase for Antalya in the eyes of overseas buyers. This article covers the latest demand figures, a summary of the steps involved in buying a property, and the citizenship threshold via property purchase.
Antalya has been one of the cities most favoured by foreign buyers for many years. COP31 is adding a new dimension to this interest: delegates, journalists and businesspeople from numerous countries will be getting a first-hand look at Antalya. In this article, we summarise the current state of foreign demand, how to interpret the visibility generated by COP31 from an investment perspective, and what to look out for throughout the process. For a detailed, step-by-step guide, see our Guide to Buying Property in Antalya as a Foreigner; and for details of the summit, please see our article COP31 Antalya Guide.

Foreign demand by the figures
- Nationwide: According to reports based on TÜİK data, 2,167 homes were sold to foreigners in September 2026; this represents a 9.9 per cent increase compared to the same month last year. From January to September, there was a 4.3 per cent decrease, with a total of 15,308 homes sold.
- Antalya: According to a compilation by a private data platform, approximately 664 homes were sold to foreign buyers in Antalya in September; Antalya ranks second in this list, behind Istanbul. This provincial figure is not an official TÜİK table; we recommend comparing it with the official data. For previous months, see August 2026 residential property sales to foreigners and Antalya housing market and TÜİK figures.
- Top three nationalities by purchases (Turkey-wide, September): Russia 388, Iraq 166, Germany 162 properties.
What does COP31 change for foreign buyers?
- Visibility. The summit is putting Antalya on the global agenda; around 100,000 people are expected to visit the city for business and diplomatic purposes.
- Infrastructure and access. New roads and the refurbished EXPO site (Antalya After COP31) are reinforcing the city’s identity as a business and conference hub.
- Timing. As hotel occupancy rates are high during the summit, a more convenient window opens up after 21 November for foreign visitors planning property viewings.
Remember: the number of foreign buyers depends not only on the city’s visibility but also on exchange rates, geopolitical developments and legal regulations. The 4.3 per cent decline in foreign sales between January and September 2026 is an indication of this.
The property purchase process in Antalya: an 8-step summary
The steps below provide a general framework; please seek confirmation from a solicitor or the Land Registry regarding current legislation and any restrictions applicable to your nationality.
- Define your objective: personal use, rental income, capital appreciation or citizenship.
- Select the property and carry out a legal due diligence check: land registry entry, encumbrances and mortgages, planning status, and occupancy or building permit status.
- Valuation report: A valuation (expert report) prepared by a licensed organisation is required for foreign buyers; see Why and how to obtain a valuation report?
- Obtain a tax number: see How do foreigners obtain a tax number?
- Sales contract and payment: Make the payment via a bank, ensuring it is traceable.
- Insurance and DASK: Review the matters relating to earthquake insurance and home insurance; for the current rules regarding DASK at the Land Registry, see our article New era at the Land Registry.
- Property title transfer: If you do not speak Turkish, ensure a sworn translator is present; if necessary, use a power of attorney certified by a notary. For a list of documents, see Documents required to buy a home.
- Post-title transfer: utility connections, insurance and residence permit application; see residence permit through property.
Turkish citizenship through property purchase
Following a decision taken in 2022, the threshold for citizenship through property purchase was raised from 250,000 dollars to 400,000 dollars. According to the regulation published in the Official Gazette, the purchase price of the property—valued at at least 400,000 dollars or the equivalent in foreign currency—must be paid in full upfront; a note must be entered in the land registry stating that the property cannot be transferred for a period of three years; and the contract must be drawn up before a notary. Furthermore, foreign nationals who contribute 500,000 dollars or the equivalent in foreign currency to the individual pension scheme and remain in the country for three years are also eligible for citizenship.
These thresholds and application procedures are subject to change. Before making a decision, please verify the current conditions with the relevant authorities and an independent solicitor. Is a property worth 400,000 dollars sufficient for citizenship? This is the threshold amount; however, the payment and title deed conditions, as well as the application process, are complex. Please verify the current requirements with an expert.
